Comprehensive Program of the Iranian Civic
Movement

Introduction
The Iranian Civic Movement has developed this program as a roadmap to establish a free, just, secular,
and democratic society. We believe that the future of Iran must be built on active civic participation,
equal rights for all, and the rule of law. This program is a call to uphold human dignity, fundamental
freedoms, and sustainable development.
- Political System and Governance
- Establishment of a parliamentary democracy with the separation of powers (legislative, executive,
judiciary) - Free, transparent, and regular elections under the supervision of independent institutions
- Guaranteeing minority rights and creating a political system based on genuine representation
- Ensuring media freedom and eliminating censorship
- Economic System
- Development of a free market economy with maximum oversight and transparency
- Encouragement of entrepreneurship, innovation, and a dynamic private sector
- Implementation of progressive taxation on high incomes to ensure social justice
- Equal access to economic opportunities for all citizens
- Individual Rights and Civil Liberties
- Guaranteeing freedom of speech, belief, conscience, assembly, association, and the press
- Elimination of all forms of discrimination based on gender, religion, ethnicity, sexual orientation, or
social class - Protection of citizens’ privacy from unlawful surveillance and interference
- Support for individual autonomy and freedom of lifestyle choices
- Social Justice and Equality
- Design and implementation of policies to eliminate structural inequalities
- Provision of high-quality, free healthcare, education, and welfare services for all
- Protection of the rights of persons with disabilities, the elderly, and vulnerable groups
- Combatting poverty and ensuring a minimum standard of living for everyone
- Secularism and Separation of Religion from State
- Formal separation of religious institutions from the state and education system
- Guaranteeing freedom of religion and belief for all without government interference
- Prohibition of laws based on Sharia or any specific ideological system in public policy
- Education and Culture
- Provision of free, secular, and high-quality education from primary to university level
- Promotion of dialogue, critical thinking, and respect for differences
- Support for independent and diverse arts, literature, and media
- Fight against censorship and promotion of academic freedom
- Labor Rights and Worker Policies
- Support for the right to form unions, strike, and engage in collective bargaining
- Ensuring safe working conditions, fair wages, and balanced working hours
- Promotion of equal and sustainable employment for women and minorities
- Oversight of labor rights in both public and private sectors
- Foreign Policy
- Pursuit of a peaceful, independent foreign policy based on active diplomacy
- Expansion of friendly relations with all nations based on mutual interests and respect for sovereignty
- Support for human rights, sustainable development, and regional/global cooperation
- Opposition to military interventions and ideological adventurism in foreign policy
- Environment and Sustainable Development
- Protection of the country’s natural resources and biodiversity
- Combating climate change through clean energy and environmental policies
- Public education on environmental sustainability
- Urban and industrial development aligned with environmental preservation
- National Security and the Civic Army
- To prevent the concentration of military power and the reproduction of dictatorship, the Iranian Civic
Movement supports the establishment of a Civic Army instead of a centralized state military. - The Civic Army will be composed of all citizens over 18, without discrimination, who will receive
periodic basic defense training. - Its structure will be decentralized, based on regional councils, and under the oversight of democratic
civil institutions. - Major defense decisions will only be made with parliamentary approval, within the framework of the
constitution and human rights. - Emphasis on a purely defensive and civilian-based force, without involvement in foreign conflicts or
domestic repression. - This structure will serve as a safeguard for national independence, civil freedoms, and democratic
order.
Conclusion
Rooted in the principles of democracy, secularism, human rights, and social justice, the Iranian Civic
Movement aspires to build a future in which every individual is free, equal, and respected. We present
this program as a charter for a better tomorrow and call on all citizens to participate in making it a
reality.
